COMMENT Using monochromatic photons from (n,g) and (p,g) M057100100019
capture reactions, the elastic scattering of photons M057100100020
was studied in the mass range A = 181 - 238 and M057100100021
energy range E = 8 - 18 MeV. It was shown that the A M057100100022
dependence of the enhancement of E1 strength located M057100100023
in the giant dipole resonance as revealed by part of M057100100024
the photoneutron cross section is confirmed by M057100100025
obtained photon-scattering data. The possibility was M057100100026
discussed that the concentration of E1 strength in M057100100027
the giant dipole resonance may be larger for M057100100028
closed-shell nuclei as compared to open-shell nuclei. M057100100029
